The Secretary to the Treasury, Mr Keith Muhakanizi who kept calling himself “ born again Christian” was today pushed on the wall and forced to apologise for the “inefficiencies” in the running of a Shs 90 billion facility meant for helping the poor farmers access cheap credit.

The Parliament’s Public Accounts Committee noted “gross inefficiencies, conflict of interest and lack of supervision of the funds” on the part of Bank of Uganda and Ministry of Finance. Because of lack of supervision, PAC Chairperson Ms Alice Alaso said, the money has gone to the well-off farmers at the expense of the poor farmers and written off more than Shs499 million in bad debts.

On December 3 2009, the Governor Bank of Uganda Prof Emmanuel Mutebile wrote to Ministry of Finance, saying that Bank of Uganda could not monitor the implementation and evaluation of the facility, citing conflict of interest however to date, Mr Muhakanizi had not taken action. The ST apologised for “inefficiency” saying “he is also human”.

The committee expressed concerns about the possible risk to the funds and ordered Muhakanizi to streamline the monitoring of the scheme within one month. Officials from BoU told the committee that they signed a Memorandum of Understanding with Ministry of Finance and clearly STATED that monitoring of the agriculture 

credit facility will not be their mandate.

Mr Muhakanizi returns to PAC next week.

Ugandan workers are less educated and poorly paid:

MOST working Ugandans are only educated up to secondary level, work for 10 years, six days a week and earn at least shillings 403/- per hour according to a wages survey.

 

In the wage indicator survey, released recently, 1,306 Ugandans from all administrative regions were interviewed by the Federation of Uganda Employers (FUE) in conjunction with Dutch and Tanzanian researchers.

 

Conservative estimates place Uganda’s working population at 17 million. The average working week of respondents is almost 60 hours and they work six days per week.

 

Slightly over half (51%) work evenings, seven of 10 workers report working on Saturdays, while four of 10 work on Sundays.

 

Nearly half of the workers in the sample were managers. Only two of 10 workers had a permanent contract, three of 10 were on fixed term contract while four of 10 workers said they are entitled to social security.

 

Despite the low numbers entitled to pensions, respondents indicated having four dependants on average. The analysis showed that 77% of the workers were paid on or above the poverty line of sh403 per hour or $1.25 (about sh3,000) per day.

 

Five percent of workers had no formal education, 14% studied to primary education 48% had secondary education certificates, 16% had a college education and 17% a university degree. Only 62% of informal workers are paid above the poverty line compared to 97% of the most formal workers.

 

Workers in trade, transport and hospitality are most at risk of poverty with 30% paid less than a dollar a day. Public servants are best paid. At least 92% earned above the poverty line.

 

Labour State minister Rukutana Mwesigwa recently revealed that Cabinet is considering creation of a wage board and a minimum wage.

 

The Government last set a minimum wage of sh6,000 in 1984. In 1975, the Minimum Wage Advisory Council recommended a sh75,000 minimum monthly wage. It remains on paper.

Why are the poor citizens of Uganda receiving money that is accounted for as a national pension for the elderly of this country?

The Senior Citizens Grant in Uganda is given to the elderly aged 65 and above to help them live decent livelihoods; however, in some districts, it is the young, energetic poor that are being given the money.

Over 110,000 persons aged 65 and above in 141 sub-counties, towns and 6,028 villages in 15 districts are beneficiaries of the Senior Citizens Grant (SCG) that was started in 2010. SCG is one of the essential modules of the Social Assistance Grant for Empowerment (SAGE), financed by government and development partners such as DFID and Irish Aid.

SCG is aimed at enhancing access to basic needs such as food security, better nutrition, health care and improving housing among others which is legal onus of the state to provide wellbeing and upkeep for the elderly.

David Lambert Tumwesigye, advocacy advisor at Expanding Social Protection (ESP) at the Ministry Gender, Labour and Social Development (MGLSD) calls upon the new MPs to join the Uganda Parliamentary Forum on Social Protection (UPFSP) so that they can advocate care for the elderly.

What do MPs say?

Agnes Taka, Bugiri Woman MP, appreciates the services that have been offered to the elderly through SAGE. However, she calls upon the government to be open and involve grassroots leaders when selecting beneficiaries saying it will help to avoid issues of segregation.

“We need to know what criterion is followed when choosing SAGE beneficiaries. It is perturbing to learn about activities being done in your constituency from locals. Leaders need to be involved,” argues Taka.

She wonders why majority of the 15 districts where SAGE has been enrolled and the next 20 districts targeted to benefit from the programme are not from poverty stricken areas.

She asks her colleagues to push the government hard so that there can be transparency in the enrollment.

Rtd Lt Cyrus Amodoi, MP Tonoma County, Katakwi district, marvels at why the programme in some districts has been shifted from the elderly to the poorest people.

“What I have seen is that there is political interference in some parts where SAGE has been enrolled. In some places they target the poorest people instead of senior citizens,” says Amodoi.

In response to MPs queries, Drake Rukundo, Policy and Monitoring and Evaluation, UPFSP, says they have on ground people who gather information for the befitting citizens. He encourages the MPs to advocate countrywide enrollment for the elderly.

Rukundo says they want government to commit resources as a priority towards social protection to help the elderly live decent livelihoods because they are the bridge between the past and the future.

He applauds the 9th Parliament for being instrumental in ensuring the survival of the SAGE programme and extending it from 15 districts to additional 40 districts in the next five years.

In the FY 2015/16 Budget process, Parliament made a resolution where the SAGE programme was to be rolled out to the whole country covering 100 oldest persons in every sub-county.

Tumwesigye says the 10th parliament and the government did their work and it remains critical that all districts get covered for fairness and equitable development. The new MPs are expected to enlist to become members so that advocacy on social protection is boosted.

The forum undertakes to provide information and create spaces for engagement on issues touching social protection.

The cabinet passed the social protection policy which proposes a myriad of progressive interventions that if implemented will significantly contribute to the journey from third world to middle income status as envisaged in the Vision 2040.

However, even with the current roll-out plan, only a total of 55 districts will be reached leaving out 57 districts. To maximise pressure on government, the Forum has conducted regional consultative meetings that bring together Members of Parliament, District Chairpersons, District Community Development Officers and the civil society.

Reports from the Ministry

Reports from the Ministry of Gender, Labour and Social Development indicate that the senior citizens grant is increasing productive investment where 32 per cent of the beneficiaries use the money to buy livestock or engage in petty trading while 27 per cent of the beneficiaries invest their money in hiring additional labour to work in their gardens.

“At least 16 per cent of the beneficiaries save their month’s payment purposely to cover emergencies, 17 per cent use the gratuities to support productive investments, cultivation (15 per cent and meeting the educational needs of children and/or grandchildren taking 14 per cent,” reads the report on expanding social protection programme for senior citizens grant.

According to the report, majority of the senior citizens grant beneficiaries spend the large part of their transfers on food leading to increased frequency, quantity and quality of meals eaten by beneficiary households.

The report further shows that SCG beneficiaries especially women consistently report improved participation in community affairs, sense of self-esteem and empowerment. Older people report feeling less discriminated against in their communities and more valued by their families on account of their ability to make social contributions to community-based social support mechanisms which are based on reciprocity like contributing to funerals and weddings.

About SAGE

SAGE is a financial support programme for people aged 65 years and above. Currently, the programme is covering 15 districts. A total of 40 more districts have been lined up to benefit from SAGE by 2020.

In the 2015/16 budget, over Shs30b was expected for the national rollout where 100 persons per sub-county were to benefit but government committed Shs9 billion only.

Nakawa Chief Magistrate's court has extended the criminal summons against Molly Katanga and her daughter Martha Nkwanzi to January 8, 2024, when they will appear in court and answer charges of murdering businessman Henry Katanga.

Molly, 55 is the widow of the deceased while Nkwanzi is their daughter. The duo is co-accused alongside another daughter Patricia Kakwanzi, 31, who is charged with destroying evidence, 30-year-old George Amanyire, the shamba boy who was at Katanga's home at the time, and the nursing officer Charles Otai who are charged with being accessories after the fact (of murder). The co-accused were further remanded until January 8 next year.

 

According to the prosecution, Katanga was shot dead on November 2, 2023, at Mbuya Chwa Two Road, Nakawa Division Kampala Capital city by his wife Molly with the help of their daughter Nkwanzi. Last month on November 21, chief magistrate Erias Kakooza issued criminal summons against Molly and Nkwanzi - ordering them to appear in court today December 4.

The duo however did not show up on grounds that they are still admitted at International Hospital Kampala (IHK) and Roswell Women and Children Hospital respectively. Instead, they sent a team of lawyers led by Elison Karuhanga, Bruce Musinguzi, and Jet Tumwebaze to inform court that Molly was advised to be kept under the doctor's watch due to the severe head and brain injuries and a hand fracture she suffered on November 2. 

To support their arguments, the lawyers presented a letter and still pictures explaining that Molly was operated upon for those injuries and is therefore not yet stable enough to attend court. Regarding her daughter Nkwanzi, the court heard that she has just given birth at Rosewell hospital and suffers from postpartum effects for which doctors recommended that she equally needs close supervision.


As such, the lawyers promised to bring Molly and Nkwazi to court as soon as they get well to face the offenses against them. However, the prosecution led by Mariam Kulthum asked for a warrant of arrest against the duo, saying that they snubbed the court and also added that the investigations are still ongoing in this case.

The prosecution accuses the two daughters; Nkwanzi and Kakwanza of removing or destroying diverse evidence and thus rendering them illegible for identification - well knowing that they may be required as evidence during the judicial proceeding. The state further states that Amanyire and Otai received or assisted other people who were to their knowledge liable for an offense, to enable them to escape punishment.


After hearing from both parties, magistrate Kakooza declined to issue a warrant of arrest and instead extended the criminal summons against Molly and Nkwanzi. The proceedings took place in a fully packed courtroom despite the heavy down power - with Katanga's relatives staging a silent demonstration of wearing T-shirts and holding placards demanding justice for their murdered relative.

Meanwhile, the same court refused to hear a bail application by the three co-accused who were charged earlier, and advised them to apply in the High court which has the jurisdiction to handle capital offenses.  


Also, the mother of the deceased, Mirian Kyobuhoro, and his uncles have hired the former deputy attorney general Mwesigwa Rukutana to follow the trial on their behalf, something that has not sat well with the defense team which said this is akin to hijacking the trial from the director of public prosecutions (DPP) and therefore the justice of their clients is at stake because of revenge that is apparently coming from within the state. 

They say Rukutana should instead tell the relatives to walk to the police and record their statements which would be used during trial. As this criminal case is ongoing, there is another pending application for an inquest before the civil division of the High court filed by Brig Gen Freddie Karara Machwa, an uncle of the deceased and Moses Bwaniaga Taremwa, a brother-in-law of the deceased who wants the court to allow their application, for understanding the clear circumstances leading to the death of their relative. 

 

This is because they believe Katanga was shot dead but several people whom they list in their ex parte application including top army generals in the UPDF and colonels as well as some top police commanders, and a minister, to be shielding the truth of the murder from coming out and instead fronting a narrative that Katanga died of suicide.

They further accuse powerful government officials of having aided the widow and her daughter in disguising the murder as a suicide case, tampering with CCTV footage as well as a scene of crime. Katanga and his wife have been supplying items to key government agencies including the ministry of Defense. 

Katanga was one of the Ankole princes while his wife Molly is a relative and close confidant to key government and security officials who are allegedly trying to save her from facing murder offenses. Another daughter, Tricia Katanga, who was called in later after the murder had happened, has not been charged with any offense. She will perhaps appear as a witness against her mother and sisters.

It seems that money and lots of it want to solve this high profile murder case. Indeed this is all about African revolutionary NRM justice as one observes the abductions and killings of citizens anyhow in this country. As NRM has many times tried to prove itself a hard core African Christian denominator, why are these parties not coming out with the truth of the murder as they swear to their God of heaven and shame Satan. Wasting time of the courts of law is also criminal. Because at the end of the day these so called Christians in their very responsible positions of government will certainly face their Creater in heaven.

 

 

African Basoga women are complaing to the Uganda authorities over the Kyabazinga's sexual orientation.

Busoga kingdom's premier, Dr Joseph Muvawala has roundly dismissed claims that the Kyabazinga, William Gabula Nadiope IV is already married to another woman.

On Thursday, lawyers representing Anna Alison, a woman based in the United Kingdom, wrote to Dr Stephen Kazimba, the Archbishop of the Church of Uganda claiming that their client was legally married to the Kyabazinga and that the two sired children.

 

The lawyers, Mugerwa and Partners Advocates and Solicitors said that any other marriage to another woman would amount to committing bigamy. Nadiope is slated to wed Jovia Mutesi next week on November 18.

 

While addressing journalists at the Busoga Kingdom headquarters today Saturday, Muvawala said that the reports are intended to tarnish the King and his subjects. Muvawala further said that the petition by Allison's lawyers has no marriage certificate as required for proof of marriage as alleged.

"His Majesty William Gabula Nadiope IV has never been married to anyone under the known forms of marriage in Uganda or elsewhere. He has never sired any children and is not a British citizen. And the purported Alison Ann Gabula is unknown to him. There is no record of any marriage of his majesty in the United Kingdom or anywhere else in the world and the content of the said letter is subject to police investigations," said Muvawala.

 

Muvawala further revealed that the kingdom has formally informed the police about the matter and has started investigations. He added that some people he declined to reveal have been arrested. He said the kingdom has also instructed lawyers to commence civil and criminal proceedings against all persons involved in the scheme to tarnish Kyabazinga’s name.

"As the kingdom, I have formally reported these malicious and defamatory occurrences to the police and other security agencies who have since commenced investigations into this criminal and illicit activities intended to create public panic and anxiety among the Basoga and the general public. The investigations have since led to the arrest of some culprits who are offering useful guidance on the motive and the person behind this social media blackmail activity. And the general activity public will be notified on the subsequent action and prosecution," he added.

 

On Saturday, Muvawala received a Shs 51 million contribution from Kaliro High School, 150 crates of soda, 100 cartons of plastic soda, and 100 cartons of water from Century Bottling Company.

KCCA introduced street parking to limit those who come to the city center with vehicles

Over time the number of vehicles entering the city have not been regulated as more cars have continued to be imported. Uganda is in the heart of Africa and shares its boundaries with other land locked countries. Therefore, it is difficult to know how many imported vehicles are destined out of the country.

Kampala became a city over 50 years ago and it was planned for a population of about 6,000 people. Today Kampala has a population of about 2 million people walking in during day time, but the road infrastructure has not been increased to match the current population.

Kampala Capital City authority (KCCA) introduced street parking to limit those who come to the city center with vehicles. But with the influx of people in the city with vehicles has continued as such traffic jam mostly in the morning and the evening has persisted.  Peter Kaujju the director communication at KCCA said they expect to have 200 buses under the African Development Bank as a solution to improve public transport by next year.

He said currently, they are experiencing an influx of people coming to settle in the City.  “We are working on all the city roads to reduce on traffic flow. We have trained scouts to help drivers to use the roads correctly because some drivers are not aware of the new changes,”Kaujju said. He noted that they have put in place traffic signals for road users if used well they expect a reduction of the jam.

According to the Uganda revenue Authority (URA) by 2018 about I million cars were registered in Uganda.

Uganda, Kampala: As Parliament’s COSASE comes to an end on its probe into the activities of officials of Bank of Uganda and the roles they played in the closure of seven banks, leaked document have shown how BoU’s deputy governor Dr. Louis Kasekende has been transferring part of property into the names of his driver and his close family members.

TheSpy Uganda can confirm that Dr.Kasekende has so far successfully transferred 12 plots of land into the names of his driver Moses Musitwa in a bid to elude the on-going scrutiny by the Inspector General of Government (IGG), Auditor general (AG) and parliamentary  Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).

The Leadership Code Act of 2002 requires public officials to declare their properties for purposes of accountability and transparency in order to detect and fight corruption in Gov’t departments. This, could mean that Kasekende was trying to hide part of his wealth he could have allegedly acquired under suspicious manner.

According to the documents, the filthy rich Kasekende transferred the said properties into the names of his driver Moses Musitwa on January 31, 2018.

The documents show that Kasekende has 35 properties in his names yet he only declared to IGG six properties. Pundits are asking as to why he didn’t want to declare them as the law dictates if he acquired legally.

The leaked documents show that much as Kasekende transferred the properties, there is no evidence to show that the deputy governor sold the plots to the latter.

The plots that are located in Busiro on Block 314 are; plots No. 6090, 6091, 6092, 6093, 6094, 6095, 6096, 6097, 6098, 6099, 6100 and 6101. They range from 0.0450-0.0590 hectares.

However, sources in the lands ministry dealing with this matter intimated that no value of properties was indicated on the transfer forms from. This has raised questions within the registry how the properties could be registered with such anomaly.

On the consent of the transfer forms dated February 1, 2018, it indicates that a consideration of Shs3 million was indicated as the value for all the 12 properties.

The document also shows Kasekende owns seven plots of land in Makindu Lane, Buloba (4 plots), Bokoto Rise and Lower Naguru East Road. The document shows his brother Herman Kasekende also owns six plots in Nama, Birongo, Lukuli (2 plots), Munyonyo and Kisugu.

Martin Kasekende, his other family member owns land in Kiruddu, Kyambogo View Street.

Investigations also show that Harriet L. Kasekende owns plot 990 in Kiwatule, Mengo.

George Kasekende owns land at Mpererwe, Barbara Kahubire also has lucrative land in Munyonyo.

In our previous publication, we showed Dr. Kasekende’s un declared properties before the IGG.

The plots include; Plot 38 (0.157 hectares) in Lower Naguru on East road worth Shs1.280 billion, Plot 1423 on block 314 in Buloba worth Shs432 million.

Others whose value was not quoted include; Plot 1738 (0.809 hectares), Plot 3213 (0.079 hectares), plot 1427 (3.647 hectares), plot 184 (2.7 hectares), plot 1754 (1.624 hectares) and plot 6102 (0.317 hectares). All the plots are on block 314 in Buloba.

Meanwhile Kasekende was able to declare five properties. Kampala Metropolitan Police Spokesperson Patrick Onyango confirmed Olaja death and referred Sunday Vision to Kiira region police Spokesperson Diana Nandawula.

 

Kirudu hospital pharmacists mentioned in the undercover investigative documentary-” Stealing from the sick” which was aired on BBC has died.

The documentary was also aired on a local TV station NBS and exposed how drugs are stolen from government hospitals across the country.

 

Richard Olaja the pharmacist whose image appeared in the documentary was found unconscious at Lucky Guest House in Rubaga village, in Kimaka Jinja district.

 

Kampala Metropolitan Police Spokesperson Patrick Onyango confirmed Olaja death and referred Sunday Vision to Kiira region police Spokesperson Diana Nandawula.

 

“It’s true Olaja is dead. He reportedly came to Jinja and booked a guest house on July 19 but on Friday the receptionist became concerned after he failed to come out of his room. He immediately contacted the manager who called in the police. When we broke the room door, we found him unconscious and rushed him to Jinja Referral Hospital but his family transferred him to Nile International Hospital where he passed,” Nandawula said.

 

He noted that police were investigating the case but she could not rule out suicide. Sunday Vision has learnt that prior to the investigative documentary running, Olaja had been trying to seek audience from a blogger Kakensa Media to try and give out his side of the story.

 

According to Kakensa, “a few weeks before the story was aired he contacted me claiming there is a story which was due to be aired on NBS on the 17th in which he was recorded as being involved in a national drug selling syndicate and yet he didn’t. He briefly told me he was actually the one who informed National Drug Authority officials about the secret campaign Solomon Sserwanga was carrying out which led to Serwanja’s home raid and subsequent arrest,” Kakensa said.

 

Kakensa says that he was busy and excused himself promising to call him later but he forgot.

 

In the video, Olaja is seen negotiating with the team from BBC and boasting how he could get them drugs. The investigating team later gave him $100 (sh370,000) and promised to come back for the drugs. However, panicked when the team went to Kiruddu hospital to pick the drugs and asked them why they had packed where there were cameras.  He decided to walk back to the hospital and never sealed the deal.

 

Kakensa said that “On Monday when the story was aired on BBC, he shared the link with me and called me again. He seemed to be in alot of panic, I comforted him and told him to relax, just like the previous time, he still insisted he was innocent and just a victim of circumstance. He claimed that Serwanja’s documentary was political, some white man was funding this project just to expose the government’s loopholes in every sector to give political mileage to the current opposition leader,” Kakensa said.

 

He says he never knew that this incident would lead to someone’s death. “Probably because he was a young graduate 27yrs old who had just joined Kiruddu hospital, he still had our grand parent’s morals and thought he will be rejected everywhere after this saga,” Kakensa said.

 

Nandawula confirmed that Olaja will be buried in Pallisa today.

 

Parliament last week reviewed the documentary and called upon Government to arrest and prosecute all those who had been implicated in the video.
